COVID-19 Updates for our Partners
This page contains news on how MPAC is responding to the COVID-19 pandemic and includes shareable resources for you to use on your own platforms to share with property owners and your members.
2020 Assessment Update postponed
As part of the Ontario Government’s Economic and Fiscal Update on March 25, the Hon. Rod Phillips, Minister of Finance, announced the Province’s decision to postpone the 2020 Assessment Update.
The Ontario Government has indicated that property assessments for the 2021 property tax year will continue to be based on the fully phased-in January 1, 2016 current values. This means your property assessment for the 2021 property tax year will be the same as the 2020 tax year, unless there have been changes to your property, for example:
- There was a change to your property such as an addition, new construction or renovation.
- We assessed a structure on your property for the first time.
- There was a change to your property’s classification.
- All or part of your property no longer qualifies as farmland, conservation land or managed forests.
- All or part of your property no longer qualifies to be tax exempt.
We will continue to conduct our business, including updating property information, capturing new assessment, analyzing sales, completing tax applications and managing Requests for Reconsideration and appeals.

Request for Reconsideration deadline extended
The Request for Reconsideration (RfR) deadline for property owners who disagree with their property assessment is usually March 31 of the applicable tax year. Due to the emergency declared by the Province of Ontario, the deadline to file a regular RfR for the 2020 property tax year is September 30, 2020.
MPAC property inspections
We have resumed property inspections in communities across Ontario, providing us the opportunity to validate data that cannot be collected through other means to help ensure we can continue to achieve our commitments and service targets.
The safety of both employees and property owners is our top priority. Before beginning any inspections, employees will be required to complete mandatory personal protective equipment (PPE) training and a daily COVID-19 self-assessment, as well as strictly observe health and safety guidelines around physical distancing.
