First Nations Assessment: Washagamis Bay First Nation

On March 25, 2025, the First Nations Tax Commission approved Washagamis Bay First Nation’s property tax law and property assessment law, which were established under the authority of the First Nations Fiscal Management Act. A copy of the property assessment law and property taxation law can be found on the First Nations Gazette website at fng.ca.  

Washagamis Bay First Nation (WBFN) entered into a service agreement with MPAC to complete property assessments based on the property assessment law and Ontario’s property assessment rules and procedures to support this work.  

MPAC assessed the properties in May, with trained experts applying industry standards in appraisal and valuation throughout the process.

Filing a Request for Reconsideration for First Nations assessments

If you disagree with the assessment of your property, you have 30 days from the date your Property Assessment Notice was mailed or emailed to file a Request for Reconsideration (RfR) with MPAC. The RfR must be in writing and in the form specified by the assessment law. Within 60 days after the end of the reconsideration period, MPAC will review your RfR and notify you of the results of the reconsideration.

You may appeal your property’s assessment or the outcome of your Request for Reconsideration to the Washagamis Bay First Nation Assessment Review Board.

A Notice of Appeal must be made in writing in the form specified by the assessment law. Appeals must be submitted by mail to MPAC, 1340 Pickering Parkway, Suite 101, Pickering, ON, L1V 0C4, and accompanied by a $75 administration fee, payable to the Washagamis Bay First Nation. Payment can be made by cheque, money order, or bank draft.

Due to the ongoing Canada Post service disruption, please submit your completed Notice of Appeal form to MPAC by email at WashagamisBay@mpac.ca as well as by regular mail prior to the application deadline. Be sure to include the required appeal fee with your mailed submission. If you have already sent your completed Notice of Appeal form, please notify us by emailing WashagamisBay@mpac.ca

You have 30 days from the date your PAN was mailed or emailed to submit a Request for Reconsideration.  

MPAC will respond with the results of the review within 60 days of receiving your request.

If you agree, no action is required. File for records.

If you disagree with MPAC's assessment, proceed to Step 2.

The deadline for Request for Reconsideration is printed on your Property Assessment Notice. 

MPAC may ask for more information.

MPAC will make a decision in 20 days or less.

If you agree with MPAC's decision, no action is required. File for your records. 

If you disagree with MPAC's decision, you have the option to appeal to the Washagamis Bay Assessment Review Board. You have 105 days or less from the date the Property Assessment Notice was delivered.

Who can file a Request for Reconsideration for a property on Washagamis Bay land

You can file a Request for Reconsideration if you:

  • If you are the leaseholder of the property
  • are named on the assessment roll for the property

Information MPAC needs to reconsider the property’s assessment

Part II of the Washagamis Bay First Nation Property Assessment Law 2024, as amended, requires that you provide reasons for your RfR. This includes all key details and supporting documentation about the property MPAC should consider when reviewing the assessment. In accordance with the taxation and assessment laws enacted by WBFN, MPAC will also compare your property’s assessed value with property sales off-reserve.
